Number 23 for Adult Use is coming right up! Minnesota. The conference committee held several meetings and adopted a final conference committee report on May 16. The House passed the final bill on May 18 by a vote of 73-57 and passed by the Senate on May 20 by a vote of 34-32. The adult-use cannabis law establishes a seed-to-sale regulatory framework comprised of 15 different licenses, ranging from growing and manufacturing to various types of retail locations. The new law creates an Office of Cannabis Management that will issue each license and be responsible for oversight of the industry. The final agreement authorizes local governments to, by ordinance, limit the number of licensed cannabis retailers, mezzobusinesses, and micro businesses with a retail operations endorsem*nt to no fewer than one registration for every 12,500 residents. If a county has one active registration for every 12,500 residents, a city or town within the county is not obligated to register any additional cannabis businesses. The final tax rate agreed to by the House and Senate for the gross receipts tax to be applied to the products is 10%. The tax provides 80% of the revenues to be distributed to the general fund and the remaining 20% of the revenues collected to be allocated to a local government cannabis aid account.
