We also offer a paid advertising service, which ensures that your advert also appears on Lincolnshire County Council’s website, Facebook, and LinkedIn (in addition to the LALC website and eNews). The current fee for this is £75. Please complete the Vacancy Template (as above), ensuring that all requested information is completed, and then contact us at enquiries@lalc.co.uk. You will be invoiced for this service.
Please note that Lincolnshire County Council require a closing date on their advert, as well as salary information (these are mandatory fields). LCC will remove your advert once the closing date has passed, so please consider the date carefully as you will have to pay again to re-advertise if your vacancy hasn’t been filled by then.

Changes to the LALC website maintenance service for 2024-25
The basic level of service under the website maintenance offering has now been removed.
The service will now be offered as a rolling programme. Councils will now have the option to purchase a minimum of 3 hours (£54) and a maximum of 5 hours (£90) at a time. It is expected that these purchased hours will be used with a 12-18 month period. Once the purchased hours have all been used, the council can then purchase further hours at this point.
This should alleviate the scenario of councils losing unused hours at the end of the financial year.

New NALC Model Financial Regulations released
The new NALC Model Financial Regulations have now been released and these are available via the LALC portal under templates (login required): https://www.lalc.co.uk/doctemplates
The model document has been comprehensively reviewed with flexibility in mind, allowing councils to adapt them to suit their specific requirements seamlessly. This flexibility ensures that councils of all sizes and operational scopes can benefit from the guidelines provided.
The first two pages of the document give instruction on how it should be used and highlight areas which will need to be tailored to your council. The instruction pages should be removed from the final document adopted by your council.
Please note that this document is exclusively available to councils who are members of NALC (via membership of the local CALC, in this case LALC) and the document should not be shared with non-member councils. (Access to NALC documents is one of the benefits of your LALC membership).

Standards in Public Life Survey
The Committee on Standards in Public Life has announced that it will be carrying out a new review looking at accountability within public bodies and the importance of acting on early warning signs. The Committee has published the Terms of Reference for this project and will carry out an open consultation as part of its evidence gathering. SLCC would like to encourage everyone to submit their individual responses to the consultation, but we'd also be grateful for your participation in completing the SLCC snapshot survey closing Monday 3 June 2024, which will contribute to SLCC’s formal response.

Lincs 4 Warmer Homes
NKDC is part of a consortium of councils who are working together to provide additional support to people who have found it difficult to access energy-efficiency funding.
Start-to-finish support is available for eligible hard-to-reach and hard-to-treat households, to help them access current funding streams to reduce living costs (via energy reduction).
This is being delivered through the Lincs 4 Warmer Homes scheme, and is designed to provide 1-to-1 support for example to people who have difficulty accessing information online or completing applications, or those whose properties are more difficult to deal with.

Why National Epilepsy Week is so important?

May 20-26 is National Epilepsy Week, a chance for charities and communities to raise awareness of epilepsy and encourage everyone to learn how to support someone who is having a seizure.
And this year, the Epilepsy Society is launching a brand new awareness-raising video to help people understand more about the condition and the challenges faced by people with uncontrolled epilepsy. It also shows you how to support someone who is having a seizure.
There are around 630,000 people in the UK with epilepsy – that is 1 in 100. For a third of them – 200,000 – their seizures cannot be controlled by medication. That means they live every day never knowing whether they will have a seizure, and that can contribute to both anxiety and depression. Tragically, some seizures can be fatal. There are 1,200 epilepsy-related deaths in the UK every year, many of them young people on the cusp of independent life in the workplace or university.
If someone is having a seizure where they fall shaking to the ground, all you have to remember is just three short words - Calm, Cushion, Call. Stay calm, cushion their head, call for help.

North Kesteven District Council: Climate Change Member Champion
I am pleased to introduce myself as NKDC’s new Climate Change Member Champion. The newly established role of Member Champion is designed to help develop deeper engagement between the District Council, Parish Councils and the community in relation to Climate Change and biodiversity improvement activities.
Our Climate Emergency Strategy and its Action Plan are designed to lead both the Council and the entire District towards achieving net zero emissions by 2030, and it will involve action by everyone to make this a reality.
Effective delivery of the Strategy and Plan relies on a partnership between the District Council and town and parish councils like yours, as well as local stakeholders, businesses, and individual residents working together towards our collective carbon goal.
I hope that we can build these partnerships, with my new role acting as a conduit and connection between us, facilitating two-way conversations and sharing ideas. Raising awareness, sharing successful initiatives and encouraging positive action are key priorities as we seek to grow a greener future together.
To help us in beginning this dialogue, I’d appreciate it if you would kindly provide some information about:
•Local events and groups: this will help us to reach out to local communities, for example to share information about our energy efficiency funding.
•Communications: this will help us to better communicate with people in specific communities to raise awareness.

Crowds flock together to celebrate the official opening of historic footbridge
After 9 months of work, refurbishment and regeneration, Saxilby Footbridge, which crosses the Fossdyke has had an official opening to the public. The steel footbridge, which was gifted to the village by British Rail in 1986 has been restored by West Lindsey District Council to ensure a long life and minimise the length of time between maintenance for up to 25 years.
Residents and visitors gathered together smiling, talking and reminiscing the history of the bridge.
As previously reported, the bridge went from green to heritage black; a request of Saxilby Parish Council to coincide with the wider plans they have for the area.
Chair of Saxilby with Ingleby Parish Council, Cllr Elizabeth Hillman, said:
“It’s great to have the footbridge back and looking in such good condition following its refurbishment. The parish council lobbied for this refurbishment for six years as part of the regeneration of Saxilby Waterfront.
“It’s wonderful to see that work coming to fruition. Thank you to West Lindsey District Council for all their work on this project, their project team have been a pleasure to work with.”

New initiative to get people talking across South Kesteven
Three benches in Grantham’s parks are being designated as places where a chat with a friendly stranger is welcome.
‘Happy To Chat’ benches have been installed in Wyndham, Queen Elizabeth and Dysart Parks and will provide an opportunity for a quick chat or long conversation with a friendly passer-by.
The South Kesteven District Council initiative aims to tackle social isolation and promote community cohesion by encouraging people to interact with others in a safe, public space.
The benches were officially unveiled earlier today by Cllr Gloria Johnson, Chairman of South Kesteven District Council and Cllr Paul Stokes, Cabinet Member for Culture and Leisure, in a ceremony also attended by volunteers and representatives from South Kesteven District Council.

Community Orchards
Fifteen new community orchards have been created in Boston, East Lindsey and South Holland thanks to the delivery of home energy efficiency upgrade works for residents Osborne Energy Limited delivered retrofitting schemes on behalf of the South & East Lincolnshire Councils Partnership to eligible residents who applied for Government funding in 2022 to improve the energy efficiency of their homes. Following the delivery of those schemes, Osborne Energy awarded around £6,500 funding as part of its social value commitment which has led 140 fruit trees being planted.

NALC has published an updated edition of The Good Councillor's guide, an essential tool for all councillors, whether new, aspiring, or existing local council members.

NALC launches a new survey on councillor allowances
(NALC) has launched a new survey designed to gather further information on parish basic allowances and dependants' carers' allowances in local (parish and town) councils. The survey aims to gather data on the current practices regarding these allowances across different local councils. By collecting comprehensive data, NALC can better understand the needs and challenges faced by local councils. This understanding will pave the way for positive changes and improvements in the future.
The new survey allows councillors and clerk from local councils to share their thoughts, experiences, and aspirations. By participating, councils can help directly influence NALC's lobbying of the government and legislative changes.
The survey is designed to be quick and straightforward and will only take a few minutes to complete. It closes on 10 June 2024.
Parish basic allowance is a discretionary allowance, which may be paid in a lump sum or at intervals throughout the year. If a local council wishes to pay a basic allowance, it should consider a recommendation from its parish remuneration panel. Dependants' carers' allowance is a benefit provided to individuals who are caring for someone with a disability or a health condition that requires significant assistance. This allowance is designed to help alleviate some of the financial burden of caring responsibilities. Local councillors can't claim this allowance, whereas borough, district, county, and unitary councillors can.
